I have installed Neon unstable hoping to be able to test Plasma 5.24, but it's still 5.23.

Is 5.24 available on Neon?

Look at the actual version number, Plasma pre-releases usually are labelled as the current version , but with a. 8x or .9x as the minor version number.

So the upcoming Plasma 5.24 will be 5.23.80 or similar at this stage, I believe.

Indeed I have 5.23.80. But it seems a lot of key new features of 5.24 (default option for dolphin root, GNOME-like Overview) are not yet present in the unstable version.

Dolphin is not part of Plasma, so its new features are not related to that (and iirc that feature comes from Frameworks, which has its own cycle).

Plasma 5.24 is not yet released, and it is scheduled to be released one month from now:
