Since this is a Kubuntu/Ubuntu package, including its deps, this is happening due to the package not having an explicit dependency on python3-sip, as it is preinstalled on Kubuntu, and this sip package is a dependency of stock Kubuntu things things not installed on a standard Plasma or Neon.
Probably something related to Ubuntu's apport, and/or their Software Sources tool. tl;dr this is sort of a very minor Ubuntu package 'bug' , but only from the perspective of a non-Ubuntu/Kubuntu user. So there is nothing Neon can do to 'fix' this, and is unlikely to be "fixed' in Ubuntu, as is is not a bug, from their standpoint.

It would be helpful if the error mentioned "python3-sip" and not just "sip"
I know there's no way to easily manage this issue within the program since it has more to do with the packaging names. So, I don't have a solution, just noting another layer of the problem.
