Unable to update any more, fatal error with pkcon or Discove

So I recently installed Neon onto my laptop, working just fine. I go to install updates through Discover, and when I reboot to finish installing, the exact same updates are awaiting installation. I try updating through pkcon refresh/update, and get the following error messages

Fatal error: Error while installing package: unable to make backup link of './boot/grub/themes/breeze/progress_bar2_c.png' before installing new version


Fortunately pkcon installed the rest of the updates, although that single package `grub-theme-breeze-5.24.4-0xneon+20.04+focal+release+build44.amd64` still shows as needing update.

How do I get this fixed so it doesn't annoy me that there's always an update available?
