Copying text between different programs seems to work OK.

I'm also on neon 5.24 but can't see the problem, e.g. I can copy & paste an image within Libreoffice Writer. Maybe if you could say which applications you're having problems with?

i can't reprocess the behavior in KDE Neon. I tested with a created screenshot in Spectacle, which I then copied to the clipboard and pasted again in KolourPaint. Copy&Paste also works fine within an application.

Versions of my system:
Kernel : 5.13.0-39-generic
Plasma : 5.24.4
Qt : 5.15.2
KF : 5.92.0

I have restarted the computer and Copy+Paste of images is back.

I first notice the problem when I was writing instructions and wanted to paste screenshot from Spectacles to LibreOffice writer. Then I investigated further and found that even if I select part of an image in KolorPaint or Krita nothing is pasted neither to the same program nor from KolorPaint to Krita and vice versa.

It is working for now. I will report if the problem returns.
