Why roll out qtbase 5.15.4 but not other Qt packages?

Hi there,

The recent updates have been causing some trouble. Now the system becomes stable again, but some of my Krita plugins still crash with a 'Cannot mix incompatible Qt library (...) with this library (...)' message. In debugging I realized Neon pushes mismatched versions of Qt libraries: on testing edition, qtbase-opensource-src is at 5.15.4 but other Qt packages (like qtmultimedia-opensource-src) are still at 5.15.2.

I am aware using testing edition means no QA and that I need to rebuild my Krita plugins. Still, I am curious about the reason why the rest of Qt libraries are not updated to 5.15.4. Ubuntu kinetic has all Qt libraries at 5.15.4. I tried a kinetic install, where Plasma and other KDE apps runs smoothly. Why are Neon's qtbase-opensource-src updated to 5.15.4 but other qt*-opensource-src held back?

Any idea is appreciated!
