Hi I can only boot into KDE-NEON when my USB-C LAN Port is connected. It does not matter if a cable is connectet or not it's really just the LAN Adapter.
Same on the installation Medium and after the installation. My Device is HP ENVY x360 ds0101ng Booting stucks with that terminal |

So the problem is not KDE Neon. HP decided that your PC can't boot other Operating System than the pre-installed (Windows 10). However, you can disable TMP following this instructions. Let me know if it worked. |
