File a bug report on Chrome's bugzilla and tell them to give Linux users dark mode support?
Chrome, unlike Firefox, does not follow one's sytem system theming in Linux, so Neon or its Ubuntu base, actually, won't have anything to do with this particular sort of thing. Not all applications follow these settings. Chrome, Brave...any chromium build works fine for me, as in "uses the gtk". Firefox on the other hand, I had to make a custom theme for that one.
