Why is it still missing in the Neon repos? Is there a reason for that or just a mistake?

It is most definitely there, considering I used it yesterday:

What is probably the issue, is that the package is probably missing the appdata meta-info that Discover needs to be able to show this in the app.
Probably worth a bug report.

Hmm, I swear it wasn't there when I last looked two weeks ago. It's there now (even in Discovery). My bad.

You should be able to manually install it with apt, if it is hiding from you.
