So, after request, there is now a new forum "Desktop Environment & Window Manager". So if you have questions about KWin or the Desktop itself you can post it here.
And there is also the subforum "Plasma". So if you are on KDE 4.x and have questions about the new desktop, or plasmoids or it's concept, check out this forum.
