I have downloaded the kdewin-installer-gui-latest.exe and tried several stable and unstable releases and was unable to find it.

Why this inconsistency? I don't understand it.

That wiki page represents the porting of applications from KDE 3.x to KDE 4.x only. Some KDE SC applications are simply unpackaged by the KDE Windows team, whilst others have UNIX / Linux only dependencies.

In the case of K3b, this is simply a case of K3b not being packaged I believe, as cdrecord/etc is available for Windows ( I think ). I would recommend contacting the KDE Windows team directly, on the kde-windows@kde.org mailing list if you do not get a reply here from them.
