Interesting, the package "boost-headers-vc100-1.50.0-bin.tar.bz2" is not available on the KDE Download infrastructure either - the latest version available there is 1.48.0 - and it only has lib and src packages, not a bin package.

I would suggest asking about this on the kde-windows@kde.org mailing list, where people more knowledgable regarding the Emerge tool will be.
