Is the Windows installer/mirrors.list completely broken?

I'm trying to install KDE for Windows on my work machine, but when I get to the part of the installer where it's supposed to give a list of mirrors to install from it's blank. If I manually enter the name of one of the URLs that is supposed to have the list on (into a normal browser page) I get:

http -- http://download.kde.org

I've tried, for example:

http://www.winkde.org/pub/kde/ports/win32/mirrors.list

http://download.kde.org/stable/kdewin/i ... rrors.list

And they both redirect to:

http://download.kde.org/stable/kdewin/i ... rrors.list

Which is the page that displays:

http -- http://download.kde.org

And nothing else at all.

I've also tried it on my [Android] phone to see if that lists anything as I was wondering whether it was something to do with the address being filtered out by something at our end. So, I don't think that's it.

Does anyone have any suggestions as to how to get further please? I want Dolphin, Windows Explorer is just awful!

I've been trying this on and off for a month or so, so it's clearly not a temporary problem.

The mirror http://download.kde.org/ should be perfectly valid for downloading the latest version of KDE on Windows from. It will automatically determine the nearest mirror to you and redirect you there as needed.

Are you using the latest KDE on Windows installer? Also, if you enter in http://download.kde.org manually, does it continue successfully?
Finally, is your network protected by a proxy - and if so, is it configured system wide (ie. in Internet Explorer)?

I get nothing in the list. Kinda frustrating because I've been relying on Okular for years and now I can't install the bloody thing >:(
