A few questions regarding plasma-desktop on Windows

I am well aware that there's not much developers that bother with KDE on Windows and that KDE on Windows is somewhat pre-beta stuff as a consequence. That includes plasma-desktop. Which is why it may be (why it is) useless for the most part. The problem is that Windows' default shell (Windows 8.1) is nearly of even less use (I'm tired of getting stuck in metro start menu, unable to get out and I'm tired of Explorer using more CPU than it should) so I decided it to give it a try.

So the questions:
— Is it possible to force Plasma-desktop to stay below all open windows? So far I've noticing plasma-desktop behaving like a full-screen program which covers all other programs, and the only way to get to that other program is alt-tabbing (because .
— Bringing widgets and panels to the screen the GUI way doesn't appear to work (copying my .kde folder over from my linux partition didn't help either). Is there another way of forcing the widgets I want into my panels?
