Help please,

Maybe it's easy, but I can't seem to get it. I'm using Version 21.04.3 on Windows an under Effects\Blur and Sharpen - I don't see simple BLUR effect that I've seen some people use in a few tutorials. I see Average Blur, Box Blur, Gaussian, Shape Adaptive, Smartblur, Square Blur, but there is no just BLUR that is keyframable. But I can't find it!
