Quanta Plus on KDE Windows?

Could somebody maybe inform me of what's going on with the kdewebdev package? It seems only two programs have been ported, and I'd love to have Quanta Plus on Windows.
I've already seen discussions of Quanta on Windows, so it must be possible, at least to some extent.

Is Quanta Plus ported to KDE4 at least? If yes - then porting it on Windows is possible. If not - that means that there're much more work to be done to be able to use Quanta on Windows. I'm not aware of the current state of Quanta project at all, but i haven't heard of it recently. I haven't senn Quanta in kdewebdev packages on linux too, which means it most probable is still in KDE3 era.
