This is possible in Linux but not Windows.

Couldn't you just open the Command Prompt, cd to C:whereveryouinstalledKDE4 , and then run 'kdeinit4.exe --terminate'?

Sorry, alexsx6, but your english isn't really understandable. Though, one thing i understood. And yes, as i thought you're from russia :P
So, there'se a workaround for launching .exe files on Windows. But it's only a workaround. The real solution will be there with 4.1.3 release. For other filetypes there's nothing afaik.
About Amarok not playing music - i planned to make a little how-to on fixing issues with it. Not sure when it'll be ready. I'll need to consult my IRC backlogs and also with The One Who Knows the Dark Magic of making Amarok2 playing music on Windows.
