install or compile applications in kde for windows

Is there a tutorial or information on how to install or compile applications to run on kde for windows? My apologies if this question is redundant.

to install the precompiled packages you need the kde installer http://www.winkde.org/pub/kde/ports/win ... latest.exe
if you want to compile it you should use emerge http://techbase.kde.org/Getting_Started ... ows/emerge
