Yes, if something that works on Linux isn't there on Windows - then it's most probably doesn't work as it should.
Many things are missing due to porting problems, so be patient. If i'm not mistaken Kontakt (and it's components) are officially supported on bugs.kde.org, so you ay wish to file a bugreport with a kde-windows being a product and porting being a component (if either option is not available just file as kde-windows/general).
