I have a kubuntu laptop that I wiped and installed windows 7 to fill my addiction to StarCraft 2.
I sadly miss all the KDE goodness and don't want to deal with dual booting as it wastes my drive space and time. Just wish I had Amarok and a few other K apps. So I was wondering what is the current state of affairs with this whole KDE on Windows thing? Does anyone know when 4.5.x will be released? Any pointers/advice?

I've been wondering that myself, lately, and hoping that they do get the build fixed so they can start producing regular builds again. They only ever managed to produce 2 builds of KDE 4.4 (.1 and .4).
A few resources: Project page: http://windows.kde.org/ Mailing list: kde-windows@kde.org (archive page at http://mail.kde.org/pipermail/kde-windows/) Daily build dashboard: http://winkde.org/pub/kde/ports/win32/dashboard/

If you are able to install the needed developer tools, then you may wish to contact the kde-windows team.
