Dolphin Won't Launch

I have downloaded the windows installer and have tried a few different repositories and such, however dolphin hasn't show up in any of them. How do I install it?

KDE 4.4.4 is the latest stable release for Windows. (KDE 4.4.1 is the latest release for Windows that has KOffice).
You should be able to use the installer and select Stable, 4.4.4 to install everything for KDE.

When I looked there, both in package maintainer and end user mode, dolphin didn't show up. Is it in a different package,such as base apps?

Ok I installed the packages and now i can see the dolphin.exe in my kde folder, however it won't launch. When I try to open it an error pops up saying URL cannot be listed file://C:/Users/Halfemptyhero. I click okay, the error message goes away, but nothing else appears. I installed kate, and that also won't work. I get the error message
