Where is fcntl?

I know there is no fcntl on windows.

I am hot off my success of getting kmymoney to compile on windows. It was a tribulant task, but eventually it paid off. Now I want to compile kdevelop. so I can do some work on kmymoney.

The trouble is 2/3's of the way through it dies with a complaint
fcntl was not declared in this scope
This occurs when compiling .../dbus_socket_transformer/main.cpp

A search through the header files starting at fcntl.h shows that it has been removed.

include/mingw/fcntl.h ...
/* not implemented: int KDEWIN_EXPORT __cdecl fcntl (int fd, int cmd,...); */

So what does one do?
