kcmshell5 --list - it is not displaying kcm_colors module

hi,
I am using Linux mint 18.1 xfce edition.

I installed lxqt and kwin and breeze icon and gtk and window decorations and oxygen icon themes.
every thing works fine. except I want to change colors of breeze style.

"kcmshell5 kcm_colors" used to work for me in setting colors. for some reason it is not working now.

when I say kcmshell5 --list - it is not displaying kcm_colors module.

how do I get this working?
what package should I install to get kcmshell5 list the kcm_colors module so that I can change colors of it.

case closed.

plasma-desktop package contains the kcm_colors module package.
I thought I could install this module separately by using some specific package instead of entire plasma desktop.
also some thing version specific. plasma 5.9 I find it is more modular that way. mint 18.1 ships with plasma 5.5 , I think.
