I did a bit of googleing for you and I think 9.04 will come with KDE 4.2, it would also seem that you could also add the Kubuntu repos to install KDE 4 stuff

No need to install extra repos, just install the kubuntu-desktop package and you will have KDE to choose from at the login screen.

It won't do a effective change, because, 8.04 is a LTS distribution.
So, you must install or upgrade to 8.10, (or 9.04) and then install kubuntu-desktop.

I recommend to do a new install from Kbuntu 9.04

Installing it on 9.04 would get you a KDE4 desktop.
