I believe in 10.04 Ubuntu modified both KDE and Gtk applications to use a new "DBusMenu" specification ( which only just landed in KDE Trunk a few weeks ago ) which is causing the menus to be rendered by Plasma.

The broken icons are a bug with the specification or its handling by Transmission, please file a bug with your distribution.
