my guess is that the interruption in the upgrade caused a corruption, maybe mixed version libraries or missing packages - I don't know

My suggestion would be to perform a restart of a full Kubuntu update from command line or a different desktop environment if one is installed, usually there's some light one which is selectable in the KDM login screen. If you can only do a command line see https://help.ubuntu.com/8.04/serverguide/C/apt-get.html it appears you would do sudo apt-get update followed by sudo apt-get upgrade. You can get to a text terminal by alt+ctrl+F1

I don't use Kubuntu so I am guessing and as this is distro specific, not a KDE, problem you might wish to post on the Kubuntu forum.

Also please abide by forum policy g. Topics should have appropriate titles that gives a vague idea of the post. Do not use titles like "Help!!", "Problems...." or "Getting an error".

This certainly sounds like an incomplete upgrade. Once you have completed that upgrade, run (as your normal user account, not root) "kbuildsycoca4 --noincremental" to ensure that everything is corrected.

You may also need to reinstall kdelibs if that is not reinstalled by the second upgrade attempt.
