keyboard-shortcuts stopped working after update

While updating to kde-4.8.2.1 I ran into low diskspace => disk full...
Now I am dealing with the following issues:

1. Alt + F2 does not trigger krunner anymore

2. None of the shortcuts I defined for my applications work anymore.

In the "Kde Menu Editor" I defined shortcuts for several applications.
After I saved my changes I closed and opened the editor again:

"specific-app" => "Advanced" => "Current shortcut key" : "None".

So it seems that the settings got lost, BUT:

"System Settings" => "shortcuts & gestures" => "Custom Shortcuts"

shows that all of the shortcuts are marked as active ("checked") in the "KMenuEdit" group.

3. Global shortcuts e.g ALT+TAB stopped working as well.
"System Settings" => "shortcuts & gestures" => "Global Keyboard
Shortcuts" displays a warning-popup:

"Failed to contact the KDE global shortcuts daemon
Message: Could not get owner of name 'org.kde.kglobalaccel': no such name
Error: org.freedesktop.DBus.Error.NameHasNoOwner"

After cleaning up my disk I reinstalled the whole system via package-manager to no avail.
So I am wondering how to fix this issue?

if you create a new user does that user experience the same?

Yes, for all newly created users, even with the fresh profile the problem is the same.

try reinstalling kdebase-runtime and kdebase-workspace (maybe called kdebase4-runtime and kdebase4-workspace) then restarting KDE

After reading your thread on the Arch forum it appears you didn't wipe your system and did a clean install.

Have you checked your /var/cache/pacman/pkg/ to see how many gigs it has? ncdu or some such is a nice tool for that...

This is likely caused by a lack of "kglobalacceld". This ships with kde-runtime I believe.
