Can you please provide details on your distribution and the versions you updated from and to?
It sounds like either KDE Power Management is not being loaded, or UPower is unavailable.

I can confirm this on openSUSE 12.2

powersave -U works fine

upower is installed

it's an openSUSE specific bug and they should hopefully patch it soon

Well, it's a bug exposed in openSUSE, specifically 12.2. I wrote in the bug report with description of the cause.
Also, we had prepared packages for testing before they get submitted to KR410 repo, with full details here:
