for a change of version of kde, do they recommend to remove the configuration folder hidden?

The problem is that I lose all the desktop settings and want to make sure it is really necessary.

Removal of your ~/.kde4 or ~/.kde folder should not be necessary under any circumstances when updating between versions of KDE, as long as you are upgrading to a newer version.
