Nested directory viewing panel widget from early 4.x?

It's been a long time since either of the distros I use have this widget I used to use on the panel. I don't know it's name. The icon was a yellow star and it would let you traverse your filesystem. You could traverse to a point in your filesystem and end with running a program or opening a file or dolphin. A while back I looked for it and found it and was able to install it. I think at one time it was included with KDE (a long time ago, like years). Could someone please help me find this widget or one that will let me open a file or folder nested in my file system?
