Can I change the colour of panels?

Manjaro (KDE) 17.1.7, or,
Kubuntu 16.04.4

The colour of your panel is dictated by the Plasma Theme you have selected i'm afraid. Some themes use system colours instead, in which case the panel colour is specified by the colour scheme selected for applications.
