How do you create a new shortcut panel?

On a freshly installed KDE system there is a large square panel around the top left for placing shortcuts on.

When that panel is deleted how do you create a new one? Creating new panels only seem to create those docked to the edges of the screen. I want to create one that can be placed anywhere.

rightclick the desktop, say "add plasmoid" (you may have to unlock them first), then add a folder view plasmoid (I assume that is what you mean, i actually displays the contents of some folder on your disk)

There is no "add plasmoid" item when I right click on the desktop.

My KDE is Platform Version 4.13.2 on Ubuntu 12.04. What does unlocking mean?

plasmoid = applet = widget - they all refer to the same thing
