greeter log-in defaults to US KB layout, how to localize?

Have just upgraded to KDE 15.04 with Plasma 5.2.2 encountering several problems. One of the problems is that the sddm log-in greeter defaults to US KB layout, and seems to ignore locale. How can can change settings so that I can log-in using my local (German i.e.) KB layout? Cannot locate any sddm.conf or the like file similar to lightdm.conf. Any advise?

I guess it depends on the distribution, like on Kubuntu I had no problems, I have the keyboard layout I have chosen during installation everywhere correctly set. But on Arch Linux I also had this problem, and the solution is here, which seems to be systemd specific (I think localectl is part of systemd):
