can somebody tell me where the dotfile containing the kde web shortcuts is located?

I've been searching around in ~/.kde4/share/apps, ~/.kde4/share/config, ~/.config already and looked in the konquerer and rekonq folders, as well.

You're talking about KDE4?
It's ~/.kde4/share/config/kuriikwsfilterrc then.
And newly added (or modified) shortcuts are stored in separate files in ~/.kde4/share/kde4/services/searchproviders/.

I was actually talking about both, kde4 and 5. With your locations however, I could figure out the locations on a Plasma 2 / Frameworks system myself.

The config file goes to ~/.config/kuriikwsfilterrc
And the searchproviders into ~/.local/share/kservices5/searchproviders/
