When enabling secondary display, all panels move

I am having an issue with dual displays that I didn't have in with the older version of KDE in Fedora 21 but, having updated to Fedora 22/KDE 5 this has appeared. I am using sddm as my dm.

I have a monitor connected via DVI and a TV connected with displayport/HDMI. I have the monitor set as the primary display. I use KDE's display configuration to turn the TV off (display: disabled) when not in use because KDE loves to throw new windows or popups from applications onto the secondary display even though applications are set to follow the mouse.

When I enable the TV in Display Configuration, KDE immediately moves all active applications to the TV including all plasma panels. KDE 4 always moved my applications to the secondary displayed when first enabled, I'm over that. Why is it moving all of my panels?

a) kcmshell5 kwinoptions, enable focus separation and (likely) make the active screen follow the mouse (needs >=2 screens present to be offered) - the focus strategy is irrelevant itr.
b) i assume the tv is on top or left of the primary screen?
