I use two keyboard layout an English (us) and a Hungarian (hu), I mostly use "us" but on every restart it changes back to "hu", and it can not changed back to "us" with a shortcut or from the system tray widget, they simply not responding. So I have to use the System Settings/Input Devices/Keyboard/Layouts. However the funny part that the reverse works, so it can be changed from us to hu anytime with any way .

I use kde 4.14.16 on Gentoo Linux
