Program on wrong screen

Im running KDE 4 in the Mint 17 distribution. I'm using 2 screens, one HP LP 2465 as my main screen in front of the keyboard and one Philips 23IE as my secondary screen, placed to the left of the main screen. There is no panel on the secondary screen.
1. When i click on the loudspeaker icon in the panel (on my main, right screen), the little program window, as expected, comes up. But it stubbornly comes up on my left, secondary screen, not above the panel on the right main screen. Is there a way to make it behave properly and come up above the loudspeaker icon?
2. I recently installed the Rekonq web browser, which works OK, but it also stubbornly always starts on my left 2nd screen. It's movable, ok, but it's irritating to have to move it every time I start it. I have tried all possible tweaks in "Special window rules" and "Special program settings" without result. All the other web browsers I have tried, Firefox, Chromium, and Konqueror, seem to like my first screen and also obey the "Special settings" but not Rekonq.
