Keyboard layout reset on login

For years now I've had KDE configured to use a regional keyboard layout. After a system update some months ago, whenever I log into KDE, my keyboard layout gets reset (to the standard US English layout, I think) partway through the login process. That is, my saved session starts to be restored, and in the programs that appear right away, I can start typing in them in my local layout. But after a few seconds, as more programs get loaded, the keyboard layout suddenly switches. When the Keyboard Layout applet appears in my taskbar, it falsely claims I'm still using the regional layout. Trying to change the layout with this applet doesn't work. The only solution is to open a Konsole and then manually change the layout back to the regional one using setxkbmap.

Has anyone else experienced this issue? Any tips on tracking down the cause? (I wish there was something like a safe mode where I could selectively disable certain applications and services from loading at login.)
