Can you get seperate desktop sessions on different monitors?

I asked this on linuxquestions.org, and have hit page after page to find the answer, but just can't seem to verify if this standard ability is in k16.10 or if I am just missing some setting or package.

Up till 14.04 I could designate 2 xscreens and they would work independent of each other. One monitor is normally off most of the time, but used when I really need extra screen space for a project. I was hoping to create that with k16.10 but no luck in anything I have read all over the place, even from different distros.

As a single xscreen, I have sliding and most stuff would start on the screen I don't normally have on a lot. As multiple xscreens, I can't slide stuff to the other screen and when I try to access things on the second screen all I seem to be able to do is set the wall paper.

I am not sure if I just need to figure out how to make it start 2 xsessions or 2 plasma desktops or what.

I am hoping someone here can give me a definite answer to if this basic feature exists in 16.04/16.10 or the associated packages. I am wondering if I am missing something simple or not.
