To use System Settings, I have to start the program, navigate to the setting group I need, make changes - and close the app. Fair enough.
If I want to change or view more than one set of parameters, I have to close the app and re-open it to navigate to the different settings.
Clear as mud, I know. Please refer to the screenshots.

I've tried changing application settings, window decorations... all the usual suspects. Please, someone say that you've seen this before.

I'm out of ideas, so any pointers or suggestions are appreciated.
