How do i set a System Wide Wallpaper? and then, preferably, enforce it?

Currently, i've set this https://github.com/ds9-common/default-s ... ttings-xdg so that my config file can be enforce globally.

I changed the wallpaper for a single account and saw that ~/.config/plasmarc and ~/.config/plasma-org.kde.plasma.desktop-appletsrc were created and contain paths to my image. I copied these into my system wide directory and added the [$i] to the top of the files to enforce them, however this does not work.

Ive spent the past 5 1/2 hours trying to get this to work with different modifications for my organization, and i just cant seem to get it to work.
