I was just setting up a workstation tried to set each desktop with a unique wall paper where I was surprised that I couldn't figure out how to do it. I am 99% sure I have done it before but can't seem to figure out.
ps. This is running the latest KDE on Neon User edition.

I believe that currently wallpaper is per Activity but not per Desktop

It seems you are correct!
After some scouring I found someone saying to just set the virtual desktop's to 1 and add the number activities to match the desktops one wants and use the Activity Pager and it will work just like virtual desktops. It's funny that I avoided using activities for so long. I guess they just sounded complicated and virtual desktops were straight forward and used to them. Now that I see they really are like using virtual desktops with just more depth to customize if one is inclined.
