I am setting up a new installation of Neon, migrating over (I think) from Mint KDE 18.3
I am trying to place an icon on my desktop in a specific location, and the system auomatically sorts it to the top left of the desktop. I want it down and right. I can change the sort to put it at the top right of the desktop... but this is not what I want to see. Is there any way to turn off sort, and lock the icon where I place it?

Right click your desktop in an empty area, hover over Icons and then Sort By. Choose Unsorted. You can move your icons anywhere you want with that option chosen.

Thanks. The other half of the problem was that the Activity Layout was set to Folder instead of Desktop.
