How to turn off kscreen system wide

We have installed ubuntu 18.04 with KDE with two nvidia Quadro 2000 video cards. Everytime when an user logs in the KDE will display a different display settings, for example re-arrange monitor, different resolution. We have a /etc/X11/xorg.conf in place but it seems apply to the login screen.

One article I read is to disable KScreen by go to K Menu->Computer->System Settings->System Administration->Startup and Shutdown->Service Manager. Look for a service called KScreen, and uncheck the Use box. You can stop the service now if you want. This solution is per user basis. I would like to set it as a policy. How do I do that? What if I remove kscreen package, would that mess up the system?

I believe you should be able to remove the kscreen package without consequence. As I understand it just wraps XRandR to provide the user(s) the ability to set their own screen settings without resorting to editing the underlying config files.
