We have been searching for a way to change kickoff to
'Application Menu' for all users as a default. Can someone
point me in the right direction please

OK, I have been investigating and on a per user basis it's stored in
~/.config/kglobalshortcutsrc

Does anyone know where the system defaults for this is ?
