Does KDE_LANG exists in KDE 3.5.* ?
if exists, what is different between it and LC_* or LANG ?

Does KDE 3.5.10 (or later) no longer maintained ?

KDE_LANG also exists in KDE3

No idea though why it was necessary.

KDE3 is still maintained, mostly by companies which have products based on it.
