Customize KDE keeping config files on shared location?

Hello Everyone,

Please help me to configure KDE environment as explained below:

I want to provide the unique environment for all Linux users in my organization.
My Linux Desktop currently has no application shortcuts and has a standard CentOS 7 wallpaper.
I want to create few application icon shortcuts in Desktop and set an organization wallpaper.
I need these configurations in a shared location so that any user logs in should see the same app icons and wallpaper. (For runlevel 5 and in VNC sessions)

Distro: CentOS Linux release 7.4.1708 (Core) and onwards

KDE Version:
1) KDE4
2) KDE5

Shared location of KDE config files:
1) /global_conf/env/kde4/
2) /global_conf/env/kde5/

I think you'd be interested in the Specs for directory config variables, which you can use to add a common base directory to the system.
Also relevant is the /etc/skel directory which is basically a template used when creating user's home directory. More information can be found: http://www.linfo.org/etc_skel.html
