Application Dashboard Misbehaves After Locked Screen

I have three monitors of the same make and model, arranged horizontally. One of my monitors uses a DisplayPort to HDMI cable because I do not have a third DP to DP cable. The other two are DisplayPort on both ends.
I use an Application Panel on the top of each of the three monitors. The center monitor has a system tray and the Application Dashboard widget as well.

I've set my session to lock one of two ways:
* Automatically after 3 minutes of inactivity
* User intervention by pressing Meta+L

After logging in from a locked screen (or suspend) the widget for the Application Dashboard persists on the center Application Panel as it should, but the dashboard itself typically ends up on Monitor 1 (DP --> HDMI cable) which is not the center monitor.

I'm using the X session because widget behavior in Wayland is unpredictable for me.

Is there a way I can pin a widget to a specific monitor in an X session, or specify which panel is present on which monitor in Wayland?

GPU1: Radeon Pro WX 5100 (amdgpu)
GPU2: Vega 64 (vfio)
