When you move the cursor to different control elements (in the window, links in the browser), it changes from an arrow to a stick for text, etc. It is this moment that does not happen instantly, but after about half a second with a characteristic twitch of the cursor left-right like a snake.
For hardware, this is a video card from Nvidia 1060 3gb and an AMD Ryzen 5 1600x processor.
Kubuntu OS.
What can be done about it?

In my case i found the solution. Just put command into terminal:

sudo update-alternatives --config x-cursor-theme

and choise Adwaita.
