Bug in the graphical interface.
The problem started after an update, but I don't know which version. I tried to create a new user, to start the interface with the default configuration, but the problem continues. This distortion happens all the time. whenever you open a window, or even change tabs in chrome, distortion happens. The problem also happens on the panel. https://ibb.co/zHGfL0h |

Does anyone know if this is a Plasma problem, or something else?

How about some more information about your screen and how it is connected? With HDMI in particular always suspect a cable problem, those can be really annoying.
Which exact Plasma version, which Desktop Effects do you have enabled?
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

I use DVI connection.
Remembering that the problem only happens on the panel and in the application launcher. And not on the entire screen. Regarding the KDE configuration, I use the default. In fact, in the print I took, it was with a user that I created, with the default configuration. |

Graphical artifacts are notoriously difficult to debug, so if it is reproducible every time, try narrowing down if it is a Desktop Effect causing it by selectively disabling those.
I don't think it is a Plasma issue as the Plasmashell is not directly responsible for the graphical display, that is done via X or Wayland and KWin. You can report this as a bug against KWin, but please, state the exact Plasma version, the distribution is simply not enough.

I did the same test with wayland, and the problem doesn't happen.
Most likely the problem is Xorg. But plasma has had other problems on wayland. example: open popup, menus, etc. But this is another subject. |

Did you report it as a bug on https://bugs.kde.org? Then please provide a link to the bug
