I've had this issue before where I can't access an app below the bottom of the screen. This is after I've hidden the task manager.
Here is a program I would love to use, but I can't access the bottom of the window. I can't resize the app to access the bottom. Is this an app issue or a KDE issue? https://postimg.cc/gr1JNKL4

I think I have the same problem and so far I don't know how to solve it. I don't see the "resize button" and the application at the bottom is overflowing.

Both of you appear to have slightly different problems though:
@mercurial: you appear to have an incorrect resolution problem of your monitor, please check that in your system settings @venecra: What Window Decorations do you use? This does not look like your window is maximized. Also is the Plasma Panel set to autohide?

FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

This problem only occurs for a select few applications - I rarely have the issue. The image I included here is cropped. I checked the resolution settings and there's no issue that I can identify. I tried different resolutions and there was no change.

Did you try maximizing the application? A non-maximized window can theoretically be everywhere, even not fully visible. E.g. when I open a pdf with Ocular it sometimes goes across my two monitors (one on top of the other), but will stick to one when maximized. That is completely normal, especially in multi-monitor settings.

I figured out the issue. With this program you can toggle bottom and left panels inside the window (under the View menu). The program only allows you to resize the window vertically if the left panel is not visible. Is this a design flaw? Thanks.
I thought I couldn't see the bottom of the window, but it's there even with the left panel active. I wonder if by resizing the window I was then able to see the bottom? For some reason I still look at the window and feel there might be more options "below" the bottom of the window. I think it's a design issue - i.e. it should be clear WHERE the bottom of the window is... Here is the app fullscreen with left panel. The bottom of the window hugs the bottom of the screen. I feel a need to go below the bottom to see what's there. I think it also has something to do with me preferring the task bar always visible and I don't like it when programs don't acknowledge this and appear underneath it. https://postimg.cc/s12Y1dzb

Since it is a GTK-based application, maybe playing around with the GTK-Style in the System Settings -> Appearance -> Application Style could help, too. Border-less windows will always leave you with the feeling there might be more, this is in no way a Plasma problem, btw.

Yes, the problem is the app design. I'll check out the application style settings. Thanks for your help.
